Authorities in northern Germany appealed to thousands of people on Tuesday to get another shot of COVID-19 vaccine after a police investigation found that a Red Cross nurse may have injected them with a saline solution.

The nurse is suspected of injecting salt solution into people’s arms instead of genuine doses at a vaccination centre in Friesland – a rural district near the North Sea coast – in the early spring.

“I am totally shocked by this episode,” Sven Ambrosy, a local councillor, said on Facebook as local authorities issued the call to around 8,600 residents who may have been affected.

While saline solution is harmless, most people who got vaccinated in Germany in March and April – when the suspected switch took place – are elderly people at high risk of catching the potentially fatal viral disease.

Police investigator Peter Beer, speaking earlier at a news conference covered by German media, said that based on witness statements there was “a reasonable suspicion of danger”.

The motive of the nurse, who was not named, was not clear but she had aired sceptical views about vaccines in social media posts, police investigators said.

It was not immediately clear whether the suspect had been arrested or charged in the case, which according to broadcaster NDR has been handed to a special unit that investigates politically motivated crimes.

Local police declined to comment outside of normal working hours.

New Delhi: The yearly influenza vaccine, according to a study from the University of Miami Miller School of Medicine in the United States may minimise the chances of stroke, sepsis, blood clots, and other serious complications among patients infected with Covid-19. 

Patients with Covid-19 who were being vaccinated against the flu were also considerably less likely to join the emergency department (ED) and be sent to the intensive care unit, according to US researchers.

“Only a small fraction of the world has been fully vaccinated against Covid-19 to date, and with all the devastation that has occurred due to the pandemic, the global community still needs to find solutions to reduce morbidity and mortality,” quoted senior study author and professor at the Miller School, Devinder Singh as reported by India Today. 

The study, which was published on August 3 in the journal PLoS One, looked at patient records from a variety of nations, including the United States, the United Kingdom, Germany, Italy, Israel, and Singapore. 

Two groups of 37,377 patients were identified by the researchers. The flu vaccine was given to the first trial group two weeks and six months before they were diagnosed with Covid-19. 

The second group had a positive Covid-19 result but had not been immunised against the flu. 

Within 30, 60, 90, and 120 days of testing positive for Covid-19, the incidence of 15 adverse events, including infections, strokes, deep vein thrombosis (DVT), emergency department visits, and mortality, were compared between the two groups. 

The findings revealed that those who did not have the flu shot had a much higher chance of being admitted to the ICU (up to 20%). They were also more likely to attend the emergency room (up to 58%), acquire sepsis (up to 45%), have a stroke (up to 58%), and have a DVT (up to 58%).  

Although the exact mechanism by which the influenza vaccine protects against Covid-19 is unknown, most ideas suggest that the flu shot boosts the innate immune system, according to the researchers. 

The researchers do, however, highly advise that consumers get Covid-19 shots in addition to their annual influenza vaccine.

New Delhi: Germany and France have decided to administer COVID-19 vaccine boosters to their citizens from September, even after the World Health Organisation (WHO) urged nations to not begin giving booster shots until more people across the globe are inoculated.

WHO’s appeal came as the issue of vaccine disparity across the world has been highlighted very often but for now, affluent countries appear to prioritise their own citizens as the more infectious Delta variant has led to increased infections in countries like UK and Australia recently.

French President Emmanuel Macron informed that France is planning to roll out third COVID-19 vaccine doses for the elderly and vulnerable from September.

“A third dose will likely be necessary, not for everyone straight away, but in any case for the most vulnerable and the most elderly,” Macron wrote on his Instagram account.

Similarly, Germany also wants to provide “boosters” to those most vulnerable such as immunocompromised patients, very elderly, and nursing home residents from September, the country’s health ministry informed as reported by Reuters.

Earlier, WHO chief Tedros Adhanom Ghebreyesus called nations to halt plans for vaccine boosters until at least the end of September, contending that it was unacceptable for rich countries to use more of the global vaccine supply.

According to WHO, high-income countries have administered around 50 doses for every 100 people in May and that number has since doubled. On the other hand, low-income countries have only been able to administer 1.5 doses for every 100 people because of low supplies.

The WHO had urged everyone with influence, including Olympic athletes, business leaders, faith leaders, and more, to support its call for a moratorium on booster shots until at least the end of September.

“I understand the concern of all governments to protect their people from the Delta variant. We cannot accept countries that have already used most of the global supply of vaccines using even more of it, the world’s most vulnerable people remain unprotected,” he said at a press conference in Geneva.

Germany has rejected the allegation while committing to donate at least 30 million vaccine doses to poorer countries.

“We want to provide the vulnerable groups in Germany with a precautionary third vaccination and at the same time support the vaccination of as many people in the world as possible,” the ministry stated.

France and Germany have so far administered at least one dose of a COVID vaccine to 64.5 percent and 62 percent of their respective populations, with 49 percent of the French and 53 percent of Germans are fully-vaccinated, Reuters reported.

The decision to press ahead with booster shots despite the strongest statement yet from the WHO highlights the challenge of dealing with a global pandemic while countries try to protect their own citizens from the more infectious Delta variant.

Indian Men’s Hockey Team will vie to bounce back from the semi-final loss to Belgium when they take on Germany in the bronze medal play-offs at the Tokyo Olympics on Thursday. ERFTSTADT: The death toll in devastating flooding in western Germany and Belgium rose to at least 170 on Saturday after burst rivers and flash floods this week collapsed houses and ripped up roads and power lines.

Some 143 people died in the flooding in Germany`s worst natural disaster in more than half a century. That included about 98 in the Ahrweiler district south of Cologne, according to police.

Hundreds of people were still missing or unreachable as several areas were inaccessible due to high water levels while communication in some places was still down.

Residents and business owners struggled to pick up the pieces in battered towns.

“Everything is completely destroyed. You don`t recognise the scenery,” said Michael Lang, owner of a wine shop in the town of Bad Neuenahr-Ahrweiler in Ahrweiler, fighting back tears.

German President Frank-Walter Steinmeier visited Erftstadt in the state of North Rhine-Westphalia, where the disaster killed at least 45 people.

“We mourn with those that have lost friends, acquaintances, family members,” he said. “Their fate is ripping our hearts apart.”

Around 700 residents were evacuated late on Friday after a dam broke in the town of Wassenberg near Cologne, authorities said.

But Wassenberg mayor Marcel Maurer said water levels had been stabilising since the night. “It`s too early to give the all-clear but we are cautiously optimistic,” he said.

The Steinbachtal dam in western Germany, however, remained at risk of breaching, authorities said after some 4,500 people were evacuated from homes downstream.

Steinmeier said it would take weeks before the full damage, expected to require several billions of euros in reconstruction funds, could be assessed.

Armin Laschet, state premier of North Rhine-Westphalia and the ruling CDU party`s candidate in September`s general election, said he would speak to Finance Minister Olaf Scholz in the coming days about financial support.

Chancellor Angela Merkel was expected to travel on Sunday to Rhineland Palatinate, the state that is home to the devastated village of Schuld.

In Belgium, the death toll rose to 27, according to the national crisis centre, which is coordinating the relief operation there. It added that 103 people were “missing or unreachable”. Some were likely unreachable because they could not recharge mobile phones or were in the hospital without identity papers, the centre said.

COMMUNITIES CUT OFF

Over the past several days the floods, which have mostly hit the German states of Rhineland Palatinate and North Rhine-Westphalia and eastern Belgium, have cut off entire communities from power and communications.

RWE, Germany`s largest power producer, said on Saturday its opencast mine in Inden and the Weisweiler coal-fired power plant were massively affected, adding that the plant was running at lower capacity after the situation stabilised.

In the southern Belgian provinces of Luxembourg and Namur, authorities rushed to supply drinking water to households.

Flood water levels slowly fell in the worst hit parts of Belgium, allowing residents to sort through damaged possessions. Prime Minister Alexander De Croo and European Commission President Ursula von der Leyen visited some areas on Saturday afternoon.

Belgian rail network operator Infrabel published plans of repairs to lines, some of which would be back in service only at the very end of August.

HIGH ALERT IN THE NETHERLANDS

Emergency services in the Netherlands also remained on high alert as overflowing rivers threatened towns and villages throughout the southern province of Limburg.

Tens of thousands of residents in the region have been evacuated in the past two days, while soldiers, fire brigades and volunteers worked frantically throughout Friday night to enforce dykes and prevent flooding.

The Dutch have so far escaped disaster on the scale of its neighbours, and as of Saturday morning no casualties had been reported.

Scientists have long said that climate change will lead to heavier downpours. But determining its role in these relentless rainfalls will take at least several weeks to research, scientists said on Friday.

At least 42 people have died in Germany and dozens were missing on Thursday as swollen rivers caused by record rainfall across western Europe swept through towns and villages, leaving cars upended, houses destroyed and people stranded on rooftops. As the water started to recede, stunned residents in the worst affected towns inspected what was left of their homes and neighbourhoods.

In the town of Schuld, Germany, houses were reduced to piles of debris and broken beams. Roads were blocked by wreckage and fallen trees and fish flapped and gasped on puddles of water in the middle of the street. “We have had two or three days of constant rain. Or maybe four, I lost track,” said Klaus Radermacher, who has been living in Schuld for 60 years. “I saw the pizza store getting flooded, half an hour later the bakery was flooded. There is a camping ground up there, so caravans and campervans came floating past, gas tanks. We were powerless against it. It came so fast, I`ve never seen anything like it.”

Eighteen people died and dozens were unaccounted for around the wine-growing region of Ahrweiler, in Rhineland-Palatinate state, police said, after the Ahr river that flows into the Rhine broke its banks and brought down half a dozen houses. Another 15 people died in the Euskirchen region south of the city of Bonn, authorities said. People in the region were asked to evacuate their homes and emergency workers were pumping water from a dam south of Euskirchen town, fearing it could burst.

In Belgium, two men died due to the torrential rain and a 15-year-old girl was missing after being swept away by an overflowing river.
Hundreds of soldiers and 2,500 relief workers were helping police with rescue efforts in Germany. Tanks were deployed to clear roads of landslides and fallen trees and helicopters winched those stranded on rooftops to safety. Around 200,000 households lost power due to the floods.

In Ahrweiler, Germany, two wrecked cars were propped steeply against either side of the town`s stone gate and locals used snow shovels and brooms to sweep mud from their homes and shops after the floodwaters receded. “I was totally surprised. I had thought that water would come in here one day, but nothing like this,” said resident Michael Ahrend. “This isn’tt a war – it’s simply nature hitting out. Finally, we should start paying attention to it.”

The floods have caused Germany`s worst mass loss of life in years. Flooding in 2002 killed 21 people in eastern Germany and more than 100 across the wider central European region.
Chancellor Angela Merkel expressed her dismay and vowed to help the affected communities rebuild. “I tell those affected: we will not leave you alone in those difficult and scary times,” she said during a news conference at the White House alongside U.S. President Joe Biden, who expressed his condolences to the victims. “We will also help with reconstruction.”

In Washington for a farewell visit before she steps down following a federal election in September, Merkel said weather extremes were becoming more frequent which required action to counter global warming. Pope Francis also extended his condolences to the victims and their families.

Armin Laschet, the conservative candidate to succeed Merkel as chancellor and premier of the hard-hit state of North Rhine-Westphalia, blamed the extreme weather on global warming.
“We will be faced with such events over and over, and that means we need to speed up climate protection measures, on European, federal and global levels, because climate change isn`t confined to one state,” he said during a visit to the area.

Climate and the environment are central themes in the election campaign, in which Laschet is going head-to-head with Social Democrat candidate Olaf Scholz and Annalena Baerbock of the Greens.

In Belgium, around 10 houses collapsed in Pepinster after the river Vesdre flooded the eastern town and residents were evacuated from more than 1,000 homes. The rain also caused severe disruption to public transport, with high-speed Thalys train services to Germany cancelled. Downstream in the Netherlands, flooding rivers damaged many houses in the southern province of Limburg, where several care homes were evacuated. Further down the Rhine river, the heaviest rainfall ever measured over 24 hours caused flooding in cities including Cologne and Hagen, while in Leverkusen 400 people had to be evacuated from a hospital.

Weather experts said that rain in the region over the past 24 hours had been unprecedented, as a near-stationary low-pressure weather system also caused sustained local downpours to the west in France, Belgium and the Netherlands.

Brussels: European Union foreign ministers agreed on Monday (July 12) to launch a global infrastructure plan linking Europe to the world, its latest step after deals with India and Japan, and a similar pledge by the Group of Seven richest democracies.

Suspicious of Chinese President Xi Jinping`s Belt and Road Initiative to link Europe to Asia via infrastructure in a bid for greater influence, the EU set out a formal path for an ambitious “connectivity” plan from 2022.

“We see China using economic and financial means to increase its political influence everywhere in the world. It`s useless moaning about this, we must offer alternatives,” German Foreign Minister Heiko Maas told reporters at a meeting with his EU counterparts in Brussels.

“It is important that the European Union … coordinates them very closely with the United States,” he said.

The EU has already signed partnerships with Japan and India to coordinate transport, energy, and digital projects linking Europe and Asia. Both Tokyo and Delhi are worried about the Chinese largesse that officials say makes poorer countries beholden to Beijing because they are forced to take on such large debts.

Through development banks, first-loss guarantees to private companies, and by offering Western government know-how, the G7, whose leaders met in England in June, also want to provide more transparency in infrastructure partnerships.
Montenegro, a member of the NATO military alliance and an aspirant to join the EU, is the highest-profile casualty of Chinese debt, Western officials say.

Montenegro borrowed nearly $1 billion from China in 2014 to fund a 41-km (25-mile) stretch of road, an amount that has threatened to bankrupt the country. It is now negotiating with Western banks to swap or refinance the debt, Reuters reported this month.

The EU strategy, called “A Globally Connected Europe”, makes no mention of China and Luxembourg`s veteran Foreign Minister Jean Asselborn cautioned on Monday about making China an adversary, noting that German carmakers sold more vehicles in China every year than in Germany.

But one EU diplomat involved in drafting the strategy said the eight-page document had “China written all over it”.

Since 2013, China has launched construction projects across more than 60 countries, seeking a network of land and sea links with Southeast Asia, Central Asia, the Middle East, Europe and Africa. Beijing denies any intention to project power and has said the infrastructure corridor focuses on the needs of ordinary people.

New Delhi: Nine European countries have listed Covishield on the national guidelines for travel amid the COVID crisis, a development that comes even as the European Union Green pass that comes into effect from today for inter bloc travel. The countries which have approved the Covishield vaccine include Switzerland, Austria, Germany, Slovenia, Greece, Estonia, Ireland, Spain and Estonia.

Importantly, Estonia has confirmed, sources told a leading news organisation that “will recognize all the vaccines authorized by Government of India for travel of Indians to Estonia.”

That means that both Covishield and Covaxin vaccinated persons are allowed in the country, along with Sputnik and Moderna. Estonia in northern Europe is the first EU member country to list both the India-made vaccines.

Switzerland has allowed Covishield as Schengen state or the common area comprising of 26 European countries that have a common visa policy. Iceland, which is not part of the block but the European Economic Area has also agreed to the Serum Institute of India-made vaccines. Both Switzerland and Iceland are not part of the EU bloc.

The development comes amid a row over the EU green pass or European Union (EU) Digital Covid Certificate that uses the European Medicines Agency (EMA) list of approved vaccines. 

EMA commercially authorises vaccines in the bloc and has listed only four vaccines none of which are India-made vaccines. India has reached out to member countries of the European Union, urging to list India-made covid vaccines–Covaxin and Covishield on the national travel lists formed in the backdrop of Covid crisis.

New Delhi has also urged the EU member counties to accept the vaccination certificate issued through India’s CoWIN portal. The CoWIN portal is a digital platform India is using as part of its vaccination drive against the COVID.

As part of a reciprocal win-win situation for all, nationals from all countries which have accepted Indian proposals will be exempted from mandatory quarantine with Indian authorities recognizing the EU green pass.

Three-times European champions Germany shrugged off their opening game loss and announced their arrival as serious contenders at Euro 2020 with an emphatic 4-2 win over highly-rated Portugal in their Group F match on Saturday.

Cristiano Ronaldo had given the defending champions a 15th-minute lead but Germany went in at the break 2-1 up thanks to own goals from Ruben Dias and Raphael Guerreiro. FRANCE (4 points) will go through if they avoid defeat against Portugal or if the other game is drawn. They will finish first if they win, or if they draw and Germany do not beat Hungary. If France lose and Hungary win, second place will be decided on overall goal difference.

GERMANY (3 points) will go through if they win, or if they draw and France do not lose. Germany will finish first if they win and France do not. Germany will finish third if they draw and France lose, or if both Germany and Portugal lose.

HUNGARY (1 point) will go through in second place if they win against Germany and Portugal lose. If they win and France lose, second place will be decided on overall goal difference. Hungary will finish third if they win and the other game is drawn.

NOTE: If two or more teams in the same group are equal on points on completion of the final tournament group stage, the following criteria are applied, in the order given, to determine their rankings:

1. Higher number of points obtained in the matches played among the teams in question

Outside chance for the third-placed team

As per the UEFA rule, the top two teams in each group plus the four best third-placed teams advance to the round of 16. Hence, in the event of a Portugal draw and Germany win/draw, the Portuguese would finish in third with four points, but would still likely qualify. The same will be the case for Germany if they lose or draw against Hungary and finish third in the points table.

If third-placed teams are tied on points across different groups, then there are stipulations to decide which team will progress.

1. Higher number of points
2. Superior goal difference
3. Higher number of goals scored
4. Higher number of wins
5. Lower disciplinary points total based only on yellow and red cards received in all group matches (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points)

A Verdi official said that the increase was the least that the company could do after “earning a pretty penny in recent months” and that pay still fell short of its demands for many employees.

Berlin: One of Roman Catholicism’s most influential liberal figures, Germany’s Cardinal Reinhard Marx, has offered to resign as archbishop of Munich, saying he had to share responsibility for the “catastrophe” of sexual abuse by clerics over past decades.

His offer, which Pope Francis has yet to accept, follows an uproar among the German faithful over abuse. Last week, the pope sent two senior foreign bishops to investigate the Archdiocese of Cologne, Germany’s largest, over its handling of abuse cases.

“I have to share responsibility for the catastrophe of sexual abuse by officials of the Church over past decades,” Marx wrote in a letter to the pope. He said he hoped his departure would create space for a new beginning.

Marx, who is not under any suspicion of having participated in abuse or cover-ups, later told reporters churchmen had to take personal responsibility for institutional failings.

An independent inquiry commissioned from a law firm by the archdiocese to investigate historic abuse allegations there is due to report shortly.

The Archbishop of Cologne, Cardinal Rainer Maria Woelki, was recently cleared in a similar external investigation into past abuse in his archdiocese.

One commentator, the religious scholar Thomas Schueller, interpreted Marx`s words as a rebuke of Woelki, who has not resigned.

“He is directly challenging Cardinal Woelki when he talks of those who hide behind legal assessments and aren`t prepared to tackle the systemic causes of sexualised violence in the Church with bold reforms,” he told Der Spiegel.

Marx is a proponent of the “Synodal Path”, a movement that aims to give lay Catholics more influence over the running of the Church and in issues including appointment of bishops, sexual morality, priestly celibacy and women`s ordination.

Conservatives have attacked the concept, saying it could lead to a schism.

Marx, 67, who until last year was head of the German Catholic Church, told reporters he had sent the letter on May 21, but that it was only last week that the Pope had e-mailed him to say he could make it public.

The last few years have seen an accelerating exodus, with liberal faithful queuing in Cologne to quit the Church, protesting not only at abuse but also over conservative attitudes toward same-sex relationships.

Germany’s Church has an outsized influence globally, in part because of its wealth: taxes paid by members and collected by the government make it the world`s richest.

The pope, who is known to like Marx, typically waits, sometimes months, before deciding whether to accept a bishop’s resignation.

Marx told the Pope he would continue to serve the Church in any capacity he was ordered to.

New Delhi: Germany`s competition authority has launched a probe against Google’s newly launched Showcase platform. The showcase platform shows news on Google’s News website. 

While the authority noted that the cooperation with Google could be attractive for publishers and other news providers and offer consumers better information services, the platform doesn’t ensure that there is no discrimination between individual publishers. 

“However, it must be ensured that this does not lead to discrimination between individual publishers,” the statement said. 

“Nor must Google`s strong position in access to end customers lead to a crowding out of competing offerings from publishers or other news providers,” the authority added in the statement. 

In India, Google launched its Showcase news platform in India with 30 domestic news publishers on May 18. The tech giant had said that it will pay the partnering publishers for their online content and allow them to curate it while allowing users limited access to paywalled stories. It did not reveal further financial details.

“Today`s announcement comes at a particularly challenging moment in India, with Indians seeking out authoritative news and information as the COVID-19 crisis deepens,” Google had said in a blog at the time of launch.
